Criminal networks and terrorist organizations not only remain active, but it becomes harder and harder to identify their members and detect threat patterns for crime prevention.
They use online forums and message boards, often on the dark web, to communicate with each other, buy or sell illicit goods, arrange transport, auction stole date, or planning the next terrorist attack. To comply with stringent data protection and privacy laws, national security can only use publicly-available web sources for its investigations, which complicated matters.
